A PMCID is assigned by Pubmed Central (PMC) after we have submitted the full text XML of an article, which we do routinely do for all our journals accepted in PMC (which are all, except very new journals).
Our system automatically submits new articles to PubMed Central within 2 weeks after publication. It may take PMC a few additional weeks to process the submission (we do not have control over this lag time). Once the article has been assigned a PMCID and is on PMC, the PMCID will show up in the article as well as on Pubmed.
Feel free to contact us or PubMed Central if a PMCID is still not available after 2 months after publication.
(ONLY) for journals which are not accepted for PubMed / PubMed Central yet:
If you are an author you can also submit your manuscript (post-acceptance or post-publication) to PMC as author-manuscript, if you require a PMCID immediately (some funders require this under various open access mandates). It will then be in PubMed Central as well as in PubMed.

Authors of articles of JMIR journals which are already in PubMed / PMC (check the footer on the journal homepage) do not have to submit anything to the NIHMS.
