Note that as of July 2019, JMIR Publications no longer charges a submission fee for any of their journals. Article processing fees still apply.

Out of date paragraph as of July 2019: Yes. Institutional memberships waive or discount the Article Processing Fee, not the submission fee (which is nominal).
